Mr Wan Chee Foong
Board Chairman
Mr Wan joined SHINE in 2007 and was elected as Chairman of the Board in 2019. His past appointments include Vice Chairman of Board, Chairman of Clementi Centre Advisory Committee, Chairman of Audit Committee, Chairman of Fundraising Committee, and Chairman of Staff, Services and Programmes Committee.
Mr. Wan is the CEO of PSA BDP in PSA International Pte. Ltd ("PSAI") and he is a member of the PSAI Senior Management Council. Prior to PSA, he was with Temasek Holdings and Singapore Airlines.
Mr. Wan has a broad range of business development, investment, and restructuring experience in transport, logistics and supply chain management. In addition, Mr. Wan is a Board member in the National Council of Social Service (NCSS), and also serves on the Community Chest committee.
Mr. Wan was awarded the Singapore Airlines Scholary and graduated from Stanford University with a Bachelor of Science (Engineering).

Mr Lim Tuang Liang
Vice Chairman
Mr Lim started serving SHINE in 2009 as a member of the Clementi Centre Advisory Committee and was elected to the Board the same year.
He was previously the chair of the Audit Committee and is currently the chair of the HR committee.
Mr Lim is currently the Government Chief Sustainability Officer and Deputy Secretary (Special Duties) in the Ministry of Sustainability and the Environment, where he oversees the Government’s environmental sustainability drive and community partnerships.

Ms Poh Hwee Hian
Honorary Treasurer
Ms Poh was first elected to the SHINE board as a member in August 2019 and has served as the chair of the Educational Psychology Service advisory committee and a member of the Fundraising Committee.
Ms. Poh has been an active volunteer for about three decades, serving as a volunteer leader, mentor, tutor, befriender in various VWOs such as the then Students Care Service from 1992, Volunteer Initiator workgroup under the then Volunteer Action for Social Service (NCSS), Salvation Army (Social Enterprise workgroup), Singapore Aftercare Association, as well as having served as Honorary Treasurer and Member on SPD’s Board of Management for more than 10 years.
Ms. Poh is currently the Senior Vice President, Commercial & Marketing Development at SATS Ltd.

Mr Ong Chee Siong Gabriel
Honorary Secretary
Mr Ong started serving SHINE in 2011 as a member of the Clementi Centre Advisory Committee (CCAC).
He is also a member of the Daisy Phay Foundation - SHINE Scholarship Award Committee since 2012.
Mr Ong has more than 25 years of work experience in Asia business development, general management and business start-ups in technology solution and enterprise mobility.
He is currently the Head of Sales, Asia for Camco Technologies.

Ms Andrea Chee
Member
Ms Andrea Chee has served on the Audit and Risk Management Advisory Committee of SHINE since 2018.
Andrea has over 20 years of experience as a lawyer in Singapore and Hong Kong, and presently serves as the Managing Director of AEI Legal, an award-winning boutique corporate law firm in Singapore. She is the first lawyer to have passed the Business Valuation exams administered by the Institute of Valuers and Appraisers and Nanyang Business School, and one of a handful of corporate lawyers who is also an Accredited Mediator with the Singapore International Mediation Institute.
Andrea has been shortlisted for Singapore Managing Partner of the Year in the Southeast Asia Law Awards (2021) (2020), and recommended in the Asia Pacific Legal 500 for Corporate and M&A (2015) (2017) and the IFLR 1000 for Equity Capital Markets (2016).

Mr Lim Tze Chern
Member
Tze Chern started serving as a member of the Hougang Centre Advisory Committee and was elected on the Board in 2018.
Tze Chern brings with him over 20 years of experience in financial services.
He is a qualified accountant, and has worked in London, Hong Kong and Singapore. Tze Chern has been an active volunteer in the community since junior college days, and has worked with many charitable organizations in both Singapore and London.

Mr Dinesh Subramaniaman
Member
Dinesh Subramaniam’s journey with SHINE began in 2019 as a volunteer with the Community Partnerships team. He was appointed to the Fundraising Advisory Committee in 2020.
Dinesh is currently the Vice President, Group Communications at CapitaLand Investment and has over 20 years of Marketing, Communications & Branding experience.
He holds a Master of Business Administration degree from the National University of Singapore (NUS), and a Bachelor of Commerce with Honours degree from Lincoln University in New Zealand.
Dinesh is married with two sons. He is also pawrent to Marvel, a Singapore Special which the family adopted from Action for Singapore Dogs (ASD) in 2019.

Dr Wong Yuh Ju Peace
Member
Dr. Peace Wong is a Senior Lecturer with the Department of Social Work, NUS. She excels in her teaching and was consistently being awarded the Faculty Teaching Excellence Awards (FTEA) yearly since 2014. In addition, she was awarded the Community Outreach Award in 2018 and Industry Engagement Award 2019 in recognition of her active engagement of the community in her teaching. She was awarded the Annual Teaching Excellence Award (ATEA) in 2018 and 2019, which recognizes excellent teaching at the University level.
At present, Dr. Peace Wong actively serves the community through her involvement in the Advisory Board and Discharge Committee & Independent Review Panel (IRP) with Ministry of Social & Family Development (MSF), Social Work Accreditation & Advisory Board (SWAAB), Singapore Association of Social Workers (SASW), Fei Yue Community Services - Advisory Committee for Research (ACR) and Student Advisory Committee, New Town Primary School. Given Dr. Peace Wong’s practice experience, she is actively involved in contributing to the social service sector through different research projects on matters related to supervision, early marriages for young couples and school social work

Mr Albert Lim Song Khiang
Member
Mr. Lim was elected to the SHINE Board in 2012. He was appointed to serve on the Fundraising Committee and chaired the Carnival of Drums Organising Committee. Mr. Lim has been actively volunteering his time and services for more than two decades as a tutor, mentor, and fundraiser.
Beyond SHINE, Mr. Lim is deeply involved in various leadership and advisory roles. He serves as the Director of El-Shaddai Resources Pte Ltd and Kallen Decor Pte Ltd. He is also a Families For Life Council member with the Ministry of Social and Family Development (MSF), a REACH/MDDI Advisory Panel member, and a SAFDC Board of Visitor. Additionally, he contributes as a ROM Local Solemnizer and chairs multiple organizations, including Empower Ageing Ltd, Impart SG, and PGR Ltd.
Mr. Lim also serves as a Board Advisor for Methodist Welfare Services (MWS) and Lakeside Family Services (LCCS) and is a board member of five other charity agencies, including SHINE.
Professionally, Mr. Lim is a consultant in the structured trade business. He has successfully managed several bulk supply chain programs and structured numerous trade ventures for reputable companies during his previous stints with Vredelco Food Industry and Asia Pacific Bulk Terminal.

Mr Ng Ying Yan, Damien
Member
Mr Ng got involved with SHINE in 2022 as member of the Daisy Phay Foundation - SHINE Scholarship Award Committee.
Mr Ng has over 19 years experience in the financial sector and has joined AllianceBernstein as Managing Director with their Southeast Asia Client Group in April 2023. Prior to that he spent almost 9 years with BlackRock where he was tasked to lead their Singapore Retail Distribution Team. He has also worked for Citibank from 2007 to 2014, with his last appointment as an Investment Consultant, as well as 2 other banking institutions in wealth management and client facing roles.
Mr Ng holds a Bachelor’s Degree in Business Management double majoring in Finance and Marketing from Singapore Management University (SMU). He is also a Chartered Alternative Investment Analyst (CAIA) charter holder since 2012 and has attained the CFA Certificate in ESG Investing in 2023.

The Committees support and provide advice, inputs and resources on service programmes, operational issues at the service level and to support staff on the strategic directions of the service. The Service Advisory Committees are resource panels and do not have executive powers.

Human Resources Committee
The Committee reviews policies, procedures and systems relating to Human Resource, Staff Welfare, and Compensation & Benefits in accordance with applicable laws and the latest Employment Act in Singapore and in conjunction with the scope of services of SHINE.

The Committee reviews financial policies, procedures and systems in accordance with all-applicable laws, statutory and financial requirements.

This Committee functions as a check and balance mechanism to ensure that the organization complies with the financial practices and policies in accordance with the strategic directions, mission and core values of the organization. The Committee maintains an oversight of risk management plans including conflict of interest.

Daisy Phay Foundation – SHINE Scholarship Award Committee
The Committee directs and administers the Daisy Phay Foundation – SHINE Scholarship Fund in accordance with the objectives of the Foundation Fund, for educational purposes, to support full-time students who are good, deserving and studying in junior colleges and will benefit from some financial assistance during their study.

Nomination Committee
The Committee assists the Board in ensuring that the Board retains an appropriate structure, size, diversity and balance of skills to support the strategic objectives and values of the organisation.
